Hartsville is a city in Darlington County, South Carolina, United States. The population was 7,556 at the 2000 census (14,907 total pop. of Hartsville Urban Cluster) and is part of the Florence Metropolitan Statistical Area. In 1894 Major Coker established the Welsh Neck high school which later became Coker College. Major Coker also established a seed company, oil mill, fertilizer plant and the Coker and Company General Store. He also established a bank and the Southern Novelty Company. In 1899, The Southern Novelty Company and the Carolina Fiber Company merged. This merger created Sonoco Products Company. Sonoco Products Company, now a Fortune 500 company with worldwide interest, employs many Hartsville citizens. Hartsville High School, Hartsville Middle School, and the South Carolina Governor's School for Science and Mathematics, Thornwell School for the Arts, and Carolina, West Hartsville, North Hartsville, and Washington Street Elementary Schools serve Hartsville students. -- Source: Wikipedia.com

Horry County company cited by OSHA at New York job

An Horry County painting contractor has been cited by the U.S. Department of Labor’s Occupational Safety and Health Administration for work place violations at a New York hotel, according to a news release.

Officials with D.R. Moore Co. LLC, a Little River painting contractor, were cited for for “alleged willful and serious violations of workplace safety standards at an Elmsford, N.Y., work site,” according to the release issued Monday. The company faces $58,400 in fines.

The violations were for fall hazards identified by OSHA inspectors while employees were power washing, painting and caulking the exterior of an extended stay hotel located at 118 W. Main St., in Elmsford, according to the release. On Oct. 6, OSHA inspectors found employees standing on a ladder placed in an aerial lift basket that was elevated 78 feet above the ground.


Firefighters battle flames at church in Little River area

A fire Monday afternoon damaged Anchor Baptist Church in the Little River area, leaving unclear when its members could return to worship in the building.

The fire about 4 p.m. damaged the church building on Highway 50 in the Little River area and forced authories to block traffic near the building while firefighters battled the blaze.

Firefighters from Horry County Fire Rescue rushed to the scene Monday afternoon responding to a report of a fire alarm, but after they arrived they noticed smoke and determined there was a fire, said department spokeswoman Leslie Yancey. Firefighters from Calabash Fire Department also were called to help, Yancey said.


North Myrtle Beach considers smoking ban

The city could become smoke free as the council considers an ordinance that would regulate smoking in public spaces and workplaces.

The city council held a workshop Monday afternoon to discuss the proposed ordinance titled “Second Hand Smoke.”

The ordinance is similar to ones adopted by Surfside Beach and Greenville.


Myrtle Beach Notebook | Withers Swash is focus of new study

Withers Swash, which drains about a third of all the stormwater in Myrtle Beach, has been chosen as the focus of a yearlong study regarding low oxygen levels in coastal waters.

Representatives from the North Inlet Winyah Bay National Estuarine Research Reserve presented a plan for the study to city staff members, and will be at Tuesday’s City Council workshop to answer questions about the plan.

Oxygen depletion is a sign of pollution -- whether it’s manmade or natural -- and leads to fish kills. Myrtle Beach has already been told it has a floating dead zone during certain parts of the year, and researchers want to find out why and what to do about it.


War nearly over, Obama says Iraq won't stand alone

Eager to put the long and divisive Iraq war to rest, President Obama declared Monday “those days are over” with the last American troops heading home, but he pledged the U.S. would remain committed to the fledgling government they leave behind. He and Iraq's leader somberly saluted America's war dead at Arlington National Cemetery.

“A war is ending,” the president said, standing with Iraqi Prime Minister Nouri al-Maliki at the White House. U.S. troops are leaving “with honor and with their heads held high,” said Obama, who strongly opposed the war as a candidate for the White House.

The last American troops are to be out of Iraq by Dec. 31. Thousands of others are still in Afghanistan.


SC legislators give initial OK to pension reform

Public employees would have to work 30 years and be at least 62 years old to draw full retirement benefits under a proposal given initial approval Monday by a state House panel.

The plan for reforming South Carolina’s pension system received unanimous approval from a six-member House subcommittee. The panel made it clear the draft that’s still being written is just an early step in an extended debate. The panel’s recommendations will be crafted into a bill, to be assigned to the same subcommittee after the session resumes in January.

“No issue I think is going to be greater and more important to the next General Assembly as how we handle the retirement system,” said House Majority Leader Kenny Bingham, R-Cayce, a member of the panel. “We still have a long way to go.”


Horry County school board expected to see budget ups and downs
12/13/2011

Horry County school board members should expect the same roller coaster ride as last year when it comes to the 2012-13 budget-planning process that will launch in earnest after the holidays.

Jeff Riddle, Horry County Schools’ chief financial officer, presented budget assumptions for next year and said the district has received its index of taxpaying ability from the state. He said if that information stays constant, the district will face a shortfall of $10 million to $15 million.

The ITA adjusts the local match a school district must make each year to fully fund the district’s base student cost set by the Legislature.
